What is CEA on LOC?

CEA on LOC (Leadership • Ownership • Choice) DC is a free, federally funded program for DC youth and young adults ages 10–19. The program helps young people build healthy relationships, confidence, communication skills, and decision-making skills that support success in school, relationships, and future planning.

What are the benefits to the youth and young adults?

Youth and young adults benefit from a structured, collaborative environment that builds real-world skills in communication, leadership, and decision-making. The program is flexible to fit their existing schedule and curriculum, with options to join a cohort or form a group that supports meaningful, tailored peer connections. It also encourages continued learning through family engagement and expanded opportunities across community networks. Incentives, such as gift cards, may be available after program completion.

Who is eligible to participate?

CEA on LOC - DC is open to youth and young adults ages 10–19 who live in or attend school in Washington, DC. Eligibility details, including age group and cohort availability, are listed on the registration form.

Is there a cost to participate?

No. CEA on LOC - DC is free for participants. In some cases, participants may also be eligible for a stipend upon successful completion of the program.

How much time does the program require?

Time commitments vary based on the format selected. Some cohorts meet weekly, while others participate in a condensed retreat experience. All scheduling options are shared with families after registration, allowing caregivers to select an option that best fits their availability.

Is this a sex education program?

CEA on LOC - DC focuses on healthy relationships, communication, and decision-making. Some topics address personal responsibility and pregnancy prevention, but sessions are designed to be developmentally appropriate, respectful, and centered on life skills rather than on explicit content.

What days and times are sessions offered?

Program timing can be customized to align with your group's needs, academic and extracurricular activities, and calendars. CEA on LOC is willing to discuss sessions on weekdays, after school, on weekends, and during the summer. Cohorts can be scheduled in advance for easy integration into your schedule. All scheduling options are shared with families after registration, allowing caregivers to select an option that best fits their availability.

How long is the program?

The CEA on LOC program provides approximately 16 hours of content for participants. Sessions can be spread out weekly or over a condensed 1-2 day retreat-style experience. Therefore, each individual session length can vary by cohort and location. 

Where does the program take place?

CEA on LOC is delivered through partner schools, colleges, community-based organizations, and community spaces across Washington, DC. Program locations are shared with families after registration and prior to the start of the program. 

While on-site programs are preferred to support active youth and young adult engagement, hybrid and virtual options are available to ensure greater accessibility. 

Where do I register my child or myself as a young adult?

Parents, caregivers, and young adults can register participants using the program registration form HERE.

After registration is complete, families will receive information about available scheduling options, locations, and next steps.

Do parents or guardians need to provide consent?

Yes. Parent or guardian consent is required when applicable (for those under 18 years old). Participants who are 18+ are still required to provide consent. Consent forms and required documentation are provided as part of the registration and onboarding process. Consent forms will be provided to those who register.

Can CEA on LOC DC come to my school or community?

Yes. CEA on LOC partners with schools, colleges, churches, and community-based organizations to deliver the program on-site. To provide the best participant experience, a minimum of 15 participants and a maximum of 25 participants is highly recommended, with flexibility for each site’s needs. Can parents or guardians attend the sessions?

CEA on LOC aims to strike a careful balance between supervision and participant autonomy to encourage participants to take ownership of the program. If a separate space is available, parents or guardians are welcome to stay on site during the session.
