CEA on LOC Program - DC

The CEA on LOC Program - DC is a federally funded youth development program designed to support DC youth and young adults ages 10–19 in building healthy relationships, confidence, and strong futures. Developed and implemented by CEA Enterprise, LLC, CEA on LOC draws on the firm’s experience delivering structured, compliant, and community-centered programs across public-sector and nonprofit settings.

Curriculum Approach

CEA on LOC DC uses an evidence-based, medically accurate curriculum that emphasizes respect, boundaries, personal responsibility, and future-oriented thinking. The curriculum supports pregnancy prevention within a broader framework focused on intentional decision-making, healthy relationships, and planning for the future—skills that also contribute to academic success and workforce readiness.

What Participants Learn

Healthy Relationships & Communication

Building respectful relationships, understanding boundaries, and developing effective communication skills.

Personal Responsibility & Decision-Making

Strengthening self-awareness, self-regulation, and the ability to make informed choices.

Goal Setting & Future Planning

Connecting present decisions with long-term educational, personal, and career goals.

Risk Avoidance & Healthy Choices

Developing knowledge and skills that support the avoidance of nonmarital sexual activity and other youth risk behaviors, consistent with the program’s Sexual Risk Avoidance Education objectives.

Who Can Participate?

The program serves eligible youth ages 10-19 in Washington, DC. Programming may be offered through schools, community-based organizations, faith-based entities, and other youth-serving settings.

Participation is voluntary, and eligible participants may receive a stipend upon successful completion of program requirements.

How the Program Is Delivered and Partnerships

CEA partners with host sites to coordinate cohort schedules and deliver structured programming. Our team provides trained facilitators, curriculum materials, participant documentation, and implementation support while working with each site to accommodate its operational needs.

CEA on LOC DC is offered in multiple formats, including weekly group sessions and 1–2-day workshops, and delivered in partnership with schools, community-based organizations, and community spaces across Washington, DC.
