CEA on LOC Program
The CEA on LOC Program is a federally funded youth development program designed to support DC youth and young adults ages 10–19 in building healthy relationships, confidence, and strong futures. Developed and implemented by CEA Enterprise, LLC, CEA on LOC draws on the firm’s experience delivering structured, compliant, and community-centered programs across public-sector and nonprofit settings.
Program Purpose and Focus
CEA on LOC helps young people strengthen essential life skills, including communication, self-awareness, goal-setting, and informed decision-making so they can navigate relationships, school environments, and key life transitions with clarity and confidence.
The program is grounded in three core principles:
Leadership: Building self-confidence, communication skills, and self-advocacy
Ownership: Encouraging responsibility for decisions, actions, and personal goals
Choice: Strengthening intentional, future-oriented decision-making
Curriculum Approach
CEA on LOC uses an evidence-based, medically accurate curriculum that emphasizes respect, boundaries, personal responsibility, and future-oriented thinking. The curriculum supports pregnancy prevention within a broader framework focused on intentional decision-making, healthy relationships, and planning for the future—skills that also contribute to academic success and workforce readiness.
How the Program Is Delivered and Partnerships
CEA on LOC is offered in multiple formats, including weekly group sessions and 1–2-day workshops, and delivered in partnership with schools, community-based organizations, and community spaces across Washington, DC.
