CEA on LOC (Leadership • Ownership • Choice) is a CEA Enterprise initiative integrating education, workforce readiness, and community engagement through structured, technology-supported programs. By combining evidence-based approaches, practical learning experiences, and community partnerships, our programs equip participants with the skills, confidence, and resources needed to make informed decisions and pursue meaningful opportunities.

Through technology-supported program coordination, data management, and performance monitoring, CEA promotes effective implementation, accountability, and continuous improvement. Our initiatives support participants at different stages, from building healthy relationships and personal responsibility to developing leadership skills, preparing for employment, and pursuing educational and career pathways.

Our Approach

Leadership

Developing communication, collaboration, and leadership skills that help young people contribute positively to their communities and future workplaces.

Ownership

Encouraging personal responsibility, self-awareness, goal setting, and accountability for individual choices and future plans.

Choice

Equipping participants with knowledge, practical skills, and opportunities to make informed decisions about their relationships, education, careers, and futures.

The program combines evidence-based education with technology-supported implementation and data-driven management to promote healthy relationships, responsible decision-making, personal development, and future readiness.

CEA on LOC – NOVA Program

A federally funded education and community engagement initiative serving young people ages 10–19 across Northern Virginia, including Arlington County, Fairfax County, Prince William County, and the City of Alexandria. The program integrates evidence-based education, technology-supported coordination, and data-driven performance monitoring to strengthen healthy relationships, responsible decision-making, and future readiness.

Career Pathways Fellows Program

A career readiness and professional development initiative that combines interactive training, technology-supported learning, practical experiences, and career exploration. The program equips youth and young adults with essential workplace skills, leadership capabilities, and professional confidence while leveraging structured program management and data-driven approaches to support participant engagement and outcomes.

Our Community Impact

CEA on LOC brings together schools, community-based organizations, youth-serving entities, and professional partners to create accessible learning experiences. Our team works with host sites to coordinate programming, provide trained facilitators, and support meaningful participant engagement.
