What is CEA on LOC?

CEA on LOC (Leadership • Ownership • Choice) is a free, federally funded program for DC youth and young adults ages 10–19. The program helps young people build healthy relationships, confidence, communication skills, and decision-making skills that support success in school, relationships, and future planning.

Who is eligible to participate?

CEA on LOC is open to youth and young adults ages 10–19 who live in or attend school in Washington, DC. Eligibility details, including age group and cohort availability, are listed on the registration form.

How long is my child in the program?

CEA on LOC is offered in different formats, including weekly group sessions (once a week over 10-12 weeks) over a set period and 1–2-day retreat-style experiences. Program length varies by cohort and location. After completing registration, families will receive available scheduling options and additional program details before the program begins.

How much time does the program require?

Time commitments vary based on the format selected. Some cohorts meet weekly, while others participate in a condensed retreat experience. All scheduling options are shared with families after registration, allowing caregivers to select an option that best fits their availability.

Is this a sex education program?

CEA on LOC focuses on healthy relationships, communication, and decision-making. Some topics relate to personal responsibility and pregnancy prevention, but sessions are designed to be developmentally appropriate, respectful, and centered on life skills rather than explicit content.

Where does the program take place?

CEA on LOC is delivered through partner schools, community-based organizations, and community spaces across Washington, DC. Program locations are shared with families after registration and prior to the start of the program.

Is there a cost to participate?

No. CEA on LOC is free for participants. In some cases, youth may also be eligible for a stipend upon successful completion of the program.


Do parents or guardians need to provide consent?

Yes. Parent or guardian consent is required when applicable. Consent forms and required documentation are provided as part of the registration and onboarding process. Consent forms will be provided to those who register.

Can CEA on LOC come to my school or community?
